Caten begins as a distant, almost mythic seat of imperial power in The Will of the Many, referenced only through the ambitions and fears of characters who have never set foot there. Across the series, the city transforms from an abstract symbol of Hierarchy dominance into a living, breathing capital where political intrigue, military strategy, and personal reckonings converge. Its evolution mirrors the protagonists' growing proximity to the heart of the empire, shifting from whispered legends to the stage upon which the fate of the Hierarchy itself is decided.
