The North Annex emerges in The Shattering Peace as a drab, utilitarian extension of the State Department, housing the lead Obin analyst in a sixth-floor office amid rows of cubicles. Its cinderblock walls and institutional atmosphere underscore the bureaucratic machinery that quietly sustains humanity’s interstellar diplomacy. Across the series, the Annex symbolizes the unglamorous yet essential infrastructure that supports the Colonial Union’s evolving relationship with alien species.
