Cornelius Fudge, the bowler-hatted Minister of Magic, first appears as a harried but affable bureaucrat who leans heavily on Albus Dumbledore while guarding his own reputation. In Chamber of Secrets he hauls Hagrid off to Azkaban as a show of action, and in Prisoner of Azkaban he treats Harry with fatherly indulgence during the manhunt for Sirius Black. By Goblet of Fire his geniality hardens into willful denial: faced with Voldemort's return, he rejects Harry's and Dumbledore's testimony to protect the comfortable order he presides over, turning from reluctant ally into a dangerous obstacle.
Description
A middle-aged man of average build with rumpled gray hair that looks perpetually windswept, his pale face often sweaty and marked by an anxious expression, eyes wide and darting. He wears a bizarre ensemble—a pinstriped suit paired with a scarlet tie, topped by a long black cloak, and finished with pointed purple boots—clutching a lime green bowler hat under his arm. His fidgeting hands and upper lip beaded with perspiration lend him a harried, uneasy presence, as if he's always bracing for bad news. A short portly little man with a thick body and fair skin, Cornelius Fudge has a round face that often bears a small smile. He is dressed in a long pinstriped cloak tossed over a bottle green suit, a lime green bowler hat on his head, and a large gold pocket watch dangling from his waistcoat. His hair is occasionally ruffled as he runs his fingers through it in distraction, and he appears slightly sweaty or cold and exhausted depending on the demands of his ministerial duties. Fudge is short and portly, with rumpled gray hair and a round face that readily shifts from welcoming to stern or visibly embarrassed. He favors formal wizarding dress, including a pinstriped cloak, and is often associated with a lime-green bowler hat held in his hands. His presence is genial and somewhat bustling, though his expression can settle into the guarded stiffness of a man conscious of his office.

Albus Dumbledorepolitical counterpart
Fudge begins as a Minister who leans on Dumbledore yet reluctantly follows the governors' orders against him. In the Black affair he grows distrustful of Dumbledore's judgment. After Voldemort's return the relationship breaks into open conflict: Dumbledore demands decisive action, while Fudge denies the danger out of fear of its political cost.

Harry Potterconflicting source relationships
Fudge first treats Harry with warm, fatherly courtesy and shows him off at public events. That goodwill collapses once Harry's testimony about Voldemort threatens Fudge's view of the world, and Harry becomes someone whose claims he dismisses.

Rubeus Hagridarresting officer
Fudge arrests Hagrid on thin suspicion during the Chamber of Secrets crisis, an act meant mainly to show the Ministry doing something.
