Norvo au Raa is mentioned as a Core envoy who reacts angrily to the events surrounding Rhea. Beyond that brief reference, the book gives no developed personal history or defining relationships, keeping Norvo a presence in the political background rather than a fully dramatized figure.
Description
The text provides no physical description of Norvo. Their age, build, complexion, hair, eyes, clothing, and distinguishing features are unspecified, so a visual design should avoid assuming them. The only clear impression is a formal association with the Core’s political world.
