The Red-cloaked soldiers begin as anonymous, color-coded enforcers of the Hierarchy's urban order in The Will of the Many, their cloaks serving as little more than functional identifiers on city patrols. Across the series their role expands from routine street presence to active instruments of state terror, culminating in large-scale military actions that blur the line between law enforcement and open warfare. Their evolving visibility mirrors the Hierarchy's tightening grip on its population, transforming the simple red cloak into a symbol of both authority and resistance.
